The Finnish Music information centre is a good place to start.

and, I believe it's "Koskinen". I didn't see that work listed, but the composer is definitely on there. There -may- be a link to contact composers, but I didn't go that deep.
For future research, there is also a Swedish information centre, too, http://www.stim.se" target="_blank, as well as http://www.musicfromnorway.com" target="_blank, although the last one is more oriented towards recordings it appears.
