I've never seen or heard about this configuration or the manufacturer. Anybody know anything about it?

The current owner appears to be a retailer.
If the price had been realistic, I might have gone for it. But what can be expected from a CC with a 0.640" bore?
The 5th valve will not be the worst problem, as its length may be augmented, even if there may be some costs, if curved tubing will be necessary. The worst problem will be the 3rd valve with its 2 full steps extension. I have instruments with such 2 full steps valves. I can play them, but the fingering isn’t a fluid and intuitive as with the normal extension of a minor third.

Some elaboration might have been of interest, as I do not know about the relations between the Belgian de Prins, Persy, and Mahillon makers. I have had Mahillons in my hands and I own a de Prins 3+2P Saxhorn basse. Never saw a Persy in real life format. I see some shared design traits, especially in bell profiles. But whereas the Mahillons were light, the de Prins is heavy and sturdily built. If I am not up to my best, I do not find that instrument very responsive. (Which is a recognition of the fact, that the experience of responsivity also is influenced by the shape of the player on any given day).

The same set-up, yet with a minor third in the 3rd valve, in F:
