Ravel Euphonium (it's not what you're thinking!)

I'm looking to purchase a Euphonium for my school, and I don't have much to spend. The Interstate catalog has a Ravel REP 203 3 valver for $699. I have never heard of this brand, so I am assuming it is of Chinese or Indian origin. The only other horn in my price range is an Amati, and I have had bad experiences with those in the past and really don't want to venture down that road if I can avoid it. Does anyone have any experience with these horns?? Any input would be appreciated.
