Hi im looking to go to school for music permormance and music education maybe a double major but leaning more towards music performance. Does anyone know of any good colleges that off these majors in the New England area. Thanks!

First, read bloke's "major" in "tuba performance" post. Then, if this is still your goal (and it should be), see your HS guidance counselor, or do a google search for music performance degrees, or check out the websites of some universitys that you know about in your area. What this really boils down to is:

You must find an instructor that you like (again, see the post above).
You must find a university that you like in an area that you like.
You must be able to afford all of the above.

I know this is a rather simplistic answer, but it is a start.

If you want to major in music education, find out which schools have the best placement rate. A couple of grand a year, or a better ensemble, or even a better low brass teacher, isn't going to mean jack if you can't get a teaching interview when you graduate because none of the local principals ever heard of your school.

If you want to major in performance, realize you are up against some very serious competition for some very few jobs. Be incredibly motivated. Find the absolute best tuba program you can get into and stick with it. Be prepared to be bivocational.

Other majors to consider - music business, commercial music, music technology, songwriting and arranging, recording ...

Not to be picky but Lubbock is not exactly in New England is it? Going from RI to the panhandle would be quite a culture shock to say the least doncha think?

Let me put it this way:

If you intend to support yourself either by teaching music or by playing the tuba in an orchestra or other professional venue, you have to want to do it bad enough to go to a toilet like Lubbock, TX to learn how to do it. Because, more likely than not, your first years in that profession and perhaps your last ones, too, will be spent in a toilet somewhere so teaching or playing the tuba professionally had better make you happier than a clam at high tide.

If you want to play tuba as your avocation, you will more likely than not have to pick something else as your vocation. The lucky few get to have musical performance as both.

You are very lucky to live close to some of the finest music schools in the world. You should go to Boston and check them all out--especially New England Conservatory, Boston University, Boston College, and Harvard. Yes they are very demanding, very competitive, and very expensive--but if you want to be the best, here is where you start. Best of luck!
