Bill Murray - Sousaphone, first Charlie's Angels movie [I think instructed by Tommy Johnson, I have seen a picture of them both with sousaphones]
The movie Brassed Off - Actors Philip Jackson & Peter Martin playing Tuba, Jim Carter playing Euphonium, music by Grimethorpe Brass Band

Sammo Hung was the tuba playing Hong Kong policeman in "Where's Officer Tuba?"

Sam Eliot as Dr. John Hill in the 1981 movie "Murder in Texas" which was, IIRC, based on a true story. In addition to being a murderous psychopath the movie Dr. Hill had a whole room full of tubas that he played regularly - which shows he probably wasn't all bad.

Peter Falk as Lt. Columbo - faked performance, I'm quite sure.
Andy Griffith on either Glen Campbell's Show or the Smothers Brothers (can't remember which) - very real and very, very good for a TV star.

Andy Griffith also played the tuba on occaision on "The Andy Griffith Show". In later interviews he did in fact mention that one of the many instruments he played was the tuba.

Not an actor, but Harry Smith does appear on tv's CBS "The Early Show" Co-News Anchor and Host for A & E's "Biography" -- & plays tuba.

Seems like I remember Harry playing his tuba on the Early Show a few times.

According to Wikipedia, Andy Griffith was taught to sing and to play trombone by a local Moravian Church minister. At the University of North Carolina at Chapel Hill, he earned a bachelor's degree in music in 1949, but the article doesn't state whether it was instrumental or voice. I know I saw him play "Melody in F" on tuba sometime in the early '60's on TV.

Victoria Tennant "played" tuba in
L.A. Story. "No low booming noises before 9am."
Ramsey St. legend Harold Bishop, played by Ian Smith, is making a permanent departure from the Aussie soap in October. The 70-year-old actor reprised his role as the bumbling tuba-player on a part-time basis last November but has since decided to call it a day for good.
His character hadn't been seen in the soap for a while after Harold hung up his general store (née Coffee Shop) overalls and went travelling around the world.
There's also a tuba in
Naked Gun 33 1/3.
Doug Tornquist played tuba on camera in an episode of
Coach.
I believe Tommy Johnson was also featured on camera in a Bankamericard commercial in the seventies.
The tuba was one of the instruments played during Geordi La Forge's and Ro Laren's funeral party aboard the USS Enterprise-D in 2368. (TNG: "The Next Phase")
"Manden med tubaen" is a fine Danish short film carried by quality in several important fields of film-making. The lead actor, the talented Søren Sætter-Lassen, is wonderful as the struggling man who finds a glimpse of passion in a tuba and in a woman who he can help because she is even more sad than he is. Especially remarkable is the cinematography by award-winner Anthony Dod Mantle and the sceneries and locations he is given to work with. The light and the colours give a refreshing stylistic touch to the film.

Still Breathing starred Brendan Fraser and Joanna Going.
Celeste Holm was the tuba player and had been coached by Toby Hanks
and later on the set (in San Antonio) by me.
Also, my horn was used in the movie.
Tuba soundtrack was recorded by Sam Pilafian.
There was a nice appearance by the great Jim Cullem Jazz Band.

I forget the actress but she played tuba in a Steve Martin flick . Was it LA story?

Denny Doherty (formerly a singer in the Mamas and the Papas) was the Harbor Master in the children's series Theodore Tugboat. The Harbor Master had an old tuba in his office and would sometimes talk about playing in the local band.

And why not add the third and most important of the performing arts...the stage?
Patti LuPone played the tuba in a fairly recent revival of Sweeney Todd.
