I'm not sure that Octubafest has anything to do with TubaChristmas.

Octubafest generally means that a college/university studio holds multiple recitals and books guest artists for materclasses and such during the month of October. I've always just thought it was a take off on "Oktoberfest" and that it had nothing to do with TubaChristmas, etc.

Summertubafest? Never heard of that one, but probably the same idea, just organized by someone to happen during the summer.

Actually, I believe that Octubafest was the brain child of Harvey Phillips, just as was TubaChristmas.

I have no personal experience with Summetubafest, either, so I can be of no help there.

Octubafest is once a year when one fills his tuba with very good beer (following German purity laws) and drinks it down with his his buddies. When the beer has been finished and the liquid completely removed from the horn, one may play polka or pass out, hopefully on the floor and away from the trumpet section.

The Summertubafest is a new Harvey Phillips venture with music arranged by Norlan Bewley, although Tucker Jolly has been doing a similar event at Akron. The first Summertubafest was this summer in Bethlehem PA, if memory serves....
