I just got off the phone with an authority at Conn-Selmer.....
1) The transition from the King 1240/41 to 2340/41 tubas occurred in June of 1980 with serial number 780900. That's supposed to be when the leadpipe changed from two bends to just a curve, the first valve slide went to the top, and the 3rd valve wrap 'uncurled'. I guess we can still argue about it. But... that's what the folks who should know said.
2) Conn is not currently producing a 4V cluster for the short-action sousas. (sorry TUBajohn20J)
