Look for anything Ken Singleton has done. Walter Sear's First Book of Duets is fun (his description) - not sure if it's still in print though. According to Walter, the second book is for blood. Phil Catelinet also did a nice set.

The second Sear book of duets is indeed challenging. Another good book, though out of print, is by Roger Jones. It is called 21 Distinct Duets for Tuba.

I've got Phil Catelinets "Suite in Miniature" (it is out of print, but Edition Peters will print a copy of it from their archive it is H139). It is a nice little piece.
I would be interested in hearing more about the Catelinet set you mention.

Though you've asked for tuba duets, I can't help but recommend Tommy Pedersen's bass trombone duets. They're low enough that you wouldn't need to bump them down the octave. They're short and silly, and a lot of fun to play. My favourite one is "The Walrus Ordered Waffles"....
