That term has been used as well in other contexts, where this link floats currently (all started in a thread about horn equipment as of 50 or 60 years ago).
I see the equivalence between the two ensemble types. As I basically am a melody or counterpoint player, the thinking of bell choir members is very foreign to me. The photos and videos I have seen show church related groups mostly consisting of elderly ladies with no previous musical education (OK, maybe school band). The exceptions appear to be a few surviving husbands forced to handle the bass bells. I am quite impressed about their abilities to ding correctly at more or less random spots of 16th note runs.
The Russian horn ensembles are even more demanding, as there is an element of intonation also. In one of the sound samples on the Russian site it is obvious that one of the players has a much brighter sound than the others have making his note standing out.
