BVD Press and Cimarron Music Press are a good place to start.

DesPub has a wide selection for just about any level of playing experience and ability.

The Christmas collections by Curnow Press' Play Along Series and Phillip Smith Series are not too difficult (generally grade 2-3), but are appropriate for church settings.

Get yourself a collection of solos, and don't just look at the tuba music. If a trumpet can play it, you can too. Borrowed repertoire makes the tubist's world go 'round.

The Canadian Brass series has a good collection of Christmas music. I believe it comes in three flavors of difficulty, too. Amazon should have it.
