Help Identifying This Sousa

Hi everyone,
I saw this sousaphone in a shop in my town, and the owners don't know anything about it. I can't decipher the logo on the bell so I have no idea what kind it is.. also, I can't tell if it's an Eb or Bb sousa.

It has a few quirks:
- It has a metal fin on the bottom of the sousa (pictured) possibly for resting it on the ground
- The only number stamped anywhere on the horn is on one of the valves and it says "27"
- The big bit (with the brace) doubles as a tuning slide

Any ideas tuba/sousa gurus?

This is a small bore European made BBb sousaphone.

It most prominent quality possibly is its light weight. I don’t think it is an Amati. From its looks it would be even more stuffy than the horribly bad Amati.

This one definitely should be left with the seller.
