And if the poll says no?

Who cares how you get there, I think that a good playing 4 valve f helicon would be awesome! There was a thread a while back about Cerveny f helicons and several people (including me) liked the idea. But throw in pistons for durability in outdoor situations and the vintage "frankenhorn" factor and you have one cool son of a gun.

If clarinet polkas are the intended repertory, then your planned for donor may not be your truest blessing:

As the Buescher is already getting an after-market gooseneck and other alterations to put it in the key of F (ref: A=440 hz), does the TNFJ deem it "cool" (acceptable) to put the 4-valve Blessing/Conn valveset on the Buescher helicon?
Take one beat thing, add it to another less beat thing, make cool new thing. Sounds like a plan.

The bloke way of brass rebuilding:
Type a new price on the sticker!
K, very well aware about this statement being more joking than fair.
PS: Just solder the Buescher valve block onto the blessed carcass. The combo will be leaky enough to form a second F circlophonium.

Go for it! I'm all for taking two of any undesirable instruments and making something playable out of them!

YES!!!
Of course you should do this, and then send the useless spare parts to me! Is this Helicon a candidate for a tuning valve???
