Looks like all brass--no german silver trim or garland--depending how much damage is under the tape, how leaky the berliner valves are, etc. I think you have a nice piece. Horn-0-I'd call it a 'valved soprano saxhorn/bugle' for this time period- c. 1870-after War, probably made in Stratton's factory overseas. Put on ebay, and I think you will be very happy with the price you get--maybe $1K+?
