It was written by Alfred Newman, long time head of music at 20th Century Fox. You can find a recording of it on the Star Wars soundtrack. It must be published, just look it up on either the ASCAP or BMI website.

The UCLA pep band used it for years (and may still do) to introduce the basketball team, so you could contact someone there.

No sense reinventing the wheel, if my memory serves me correctly, the composer Todd Fiegel used this music to begin his epic tuba ensemble composition Celluloid Tubas. His website is currently under construction but there is an email address contact listed.
