Cincinnatti Tuba Type & Slide Pulling

I'm presently enjoying the Cincinnatti Symphony Orchestra on WNED. What a great array of characters! The most spritely seems to be the Santa's-Helper-of-a-clarinetist.

The tubist is playing a fine looking large instrument. Anyone know what it is? There seems to be an awful lot of slide pulling going on in this Tchaikovsky Symphony. Is the slide pulling a result of inherent tonation problems in the tuba? If so, why not get a model that doesn't need so much left hand action?
