Dumb mute question

I have seen a Dennis Wicke Practice mute on a popular auction site and was set to wondering what is the difference between a practice mute and a mute.
It took me awhile to understand that a mute is called upon in music to change the tone/colour of an instrument and not as I had previously thought to quieten the sound.
So my question really is could a practice mute be used as a performance mute or is it designed to lessen the volume of the sound rather than to change the colour of the tone.
Anybody know what the difference in construction is?
