Maybe that's easier than programming it to be late? 
Yes, I've noticed it. Electronic French horns have a pre-programmed burble, too.
And electronic bass clarinets are always late, and electonic flutes have pitch problems, too.
A good friend of mine swears that there is one badly-tuned note on Yamaha electric pianos, but only he can hear it.
