How is bore size usually measured?

Is there a standard?
If my measurements are correct, B&S measure their bore as the inside Dia. of the male leg of a valve-slide - the Gap where the air moves...
On my C tuba (Rotary Neptune) that measurement is 21mm on valves 3&4 which matches up with what's advertised.
Would the same measurement/discription be true at the valve? ie. the exit ports would have the same measurements as the inner Dia. male slide leg?
Do all manufacturers do the same thing with where they measure??
