Isn’t Schleppy’s helicon a 3-donors’ conglomerate with the bell and the 4 pistons valve section coming from tubas?

Yes, it overhangs too.
My well disguised point rather was whether Schleppy has experienced problems with the non-tilted valves from a tuba section.

My two Conn monster Eb's have tilted valves, and the majority of the valve slides are below the valve set. I really believe that they used Sousaphone valve sets for these. The exception is the 4th valve, where most of the tubing is mounted on the front of the upper bow.
