V. Williams tempo question?

What tempo does everyone here take the 1st and 2nd movements of the Vaughan Williams Tuba Concerto? I've been taking both at the written tempo, but have been told to take the 1st movement faster and the 2nd movement slower.

If you can play the second movement with great musicality, you can take it slower. If not, it can become boring very quickly.

Mine says
1st: quarter = 96
2nd: quarter = 60
