Thoughts on this Conn Sousaphone

This Conn sousaphone is available for sale here in Austin. It is a bit rough, but the guy is only asking $350 for it. He says there is a crack under the tape. He says the valves and slides move and it plays fine. In another picture the bell appears OK. Not sure which model it is, but I'm thinking 22K. He says it was made around 1976. Would that mean it was made in Abilene?
Should I be concerned about the rust? Any thoughts on what would be required to repair the crack? I've asked how much of the taped area is cracked and am waiting on a response. I've also asked about whether he has the leadpipe and bits. Is $350 reasonable or should I talk him down?
I should be able to see it in person this weekend, but wanted to get some opinions before I go to look at it.
