I played a stencil version of the Cerveny 786 in BBb that I bought new about 4 or 5 years ago. It was the rose brass version of the 686. I was happy with it, but it was too much horn for me as an amateur. It seemed very well made and played well, but of course this was only a sample of one.
A number of people have suggested that the newer Cervenys are inconsistent in quality, but I have no evidence to support or refute this. I do know that the ones that I have tried all appeared well made and played well. I can't think of any CC tubas that you can buy new in this price range that are any better. You may however, find some great used horns in this price range that would fit the bill nicely.
