I know that Mozart's and Strauss' (Franz and RIchard's) horn concerti have all been transcribed for tuba, and are played occasionally. There is mention here of Strauss' concerto used for auditions, and my son is practicing the first movement of Mozart's D-major concerto (from Voxman's Concert and Contest collection, available from Rubank), although that is in a different league from the Strauss. All much fun.
But I've not found any mention of Gliere's horn concerto being done on the tuba. Sure it would be hard - but then, people can do the Strauss, and the Gliere can't be much worse. Sure, it would change the character of the piece; but being a bit more lyrical and slow, I think playing it on the tuba wouldn't do too much violence to the intent of the composer.
