Eb raincatcher sousaphone

Can anyone tell me anything about the raincatcher sousaphone pictured below. How old and who made?
It is marked "Soloist" and Elkhart.

The ferrule on the back bow doesn’t look like Conn 26K either, despite the body wrap being very similar to that Conn Eb sousaphone.
The bend, where the main bugle enters the outer circle, appears having a smaller bore than on the 26K and the 28K. This reminds me of an older thread, possibly in the eBay sub-forum, about Pan American Eb sousaphones that are lighter and smaller than the Conn Eb sousaphones.

I've seen that style of bell-screw flange on Conn stencils before but can't remember the name. To me... everything about that horns looks Conn-Elkhart (stencil)... perhaps Pan American... except for the upper mouthpipe which is obviously custom made.
What is the serial number? Quite often the numbers of stencils fall into regular line serial numbers.
