If anyone has a copy of the Torchinsky excerpts (Wagner volume) can you please tell me which sections of the Meistersinger overture are included? I suspect it is the opening up to the high D, and the phrases on either side of the trill. Bar numbers or letters would be helpful.

The Torchinsky series "The Tuba Player's Orchestral Repertoire" or whatever the specific wording, is not excerpts. The entire parts are published, which is why some books have been taken out of print. Mr T earlier did a 20th Century tuba excerpts which were actual excerpts.
