After listening to this recording of the Franck multiple times I am enamoured with the tuba (playing). It sounds at times like an F tuba, an at times like something with much more meat. Can anyone confirm what Mr. Schmitz was performing on?! It's made my commutes quite enjoyable the last few weeks. Thanks for the recommendation tuben

it is a cool piece to play, and the tuba gets to play along with the big tune in the last movement

I have not heard this recording. Chester Schmitz is world class tuba player. I have heard many Boston Symphony recordings where Mr. Schmitz is principal tuba and enjoyed them all.

As to Mr. Schmitz playing it on a bass tuba in F, that is possible. The last time I play the Symphony D minor, I used my large, modified York Eb tuba. The part laid well for fingering and the sound of the big York was good yet it allowed me facility in the high register when needed.
