I was at that concert which was superb. For those interested the tuba played for the Mahler appeared to be a Rudolf Meinl 5/4 BBb.
In the first half was Messiaen Et exspecto resurrectionem mortuorum which included two tubas and contrabass trombone

At first I thought there was something wrong with the feed. Then I thought there was something interesting happening on the stage the orchestra had to wait for.
But it turns out that Chailly just seems to like pauses that are long to the point of awkwardness between movements.

I don't remember anything special happening between movements

Maybe the long silences were introduced in the recording process then.
