Possibly a Meinl Weston Walter Hilgers model (large, I think). I'm not 100% sure, but that's what it looks like to me.

I agree with Tom. You can see the big quint rotor past the main tuning slide in the picture. It's one of the larger versions of the Meinl Weston Hilgers models F tuba. The model number is something like 46HLQ. They are no longer listed on MW's website.
