It looks like a 2250, but there is a lot more tubing in the back and there appears to be another LH lever. Anyone know what it is?

I believe it's the newer rotary version of the 2250, the 2260RA

I don't think so. The 2260 has a different slide layout. This one has the same layout as the 2250, minus the tubing in the back and the LH lever.

I asked Roland about this a while back -
(RS) I have a tritone slide in left hand, so the contra octave possible to play with the easy fingerings of the middle range!;)
(me) Does the tritone slide use an extra valve, so you have the standard 5th valve in the RH thumb?
(RS) Standard! Just a longer slide! You can have it in the right hand if you prefer so! But if You want this tritone thing you have to order the tuba as "Roland Szentpali version"! The factory will know what to do!!!;)
