Adding valves/stripping

What would it take money and time wise to add a fourth valve to my itty-bitty Conn naked lady Eb? What about a fifth? Finally, would it be worth it?
I love my tuba and the valves are great but I feel handicapped without a fourth valve.
Also, would it be a good idea to strip the lacquer? What are some pros and cons? It is already about half worn off and I am thinking about finishing the job.

but where do you measure the bell? is it the diameter or a circumference measure and where? With that info I will get you an answer in a jiffy.
