I've got kids, cats, you name it so I'm always cleaning awkward stuff like this all the time. I would say a full bathtub as hot as you can stand it with plenty of dish soap. Step on the affected area (if it's a foam piece) as to work in soapy water/work out the pee over and over again. Drain, rinse, and refill with hot water (or soap if you want to do it again) and squeeze/step to work out the soap. Sounds like a Saturday well spent, good luck.

I don't know much about Gard bags, but I would think a dry cleaner might be able to handle cleaning this or perhaps a luggage shop might have an idea.

I've done the bathtub and laundry detergent thing (cats!) and it's worked fine. Note that the wet bag will be heavy and will take a long time to dry. I draped the bag inside out over a stepladder in the back yard, and even in the sun it took a day or two to dry.
Didn't use a laundromat dryer because I wasn't in a hurry and was concerned that a hot dryer could ruin the foam lining. It might be an option if this ever happens again.
Haven't had any luck with dry cleaners myself. It wouldn't hurt to ask a luggage shop - I'm sure they deal with this sort of thing all the time. I wonder how much they'd charge and how long you'd have to do without the bag.
The bag manufacturer might also have some suggestions.

If you wash it yourself, make sure to dry it properly. You could end up trading pet stains for mold and mildew.

I'd take it to a dry cleaner. Clean it the best you can and move on. You might not get it all out, but pet stains are organic and won't smell forever.

Also, if you get some No More Marking (or other enzyme-based cleaner), it will break down the organic stuff and make sure there is no long-lasting smell.

In addition to whatever suggested cleaning technique you employ(from the above suggestions) the ULTIMATE disinfectant and odor neutralizer is direct bright sunlight and fresh air combined with time.

I would clean it as best you can and then spray it with Febreeze and leave in front of a sunny window or on the front porch in the sun.

Nothing works better for pet smells than this stuff: http://pets.odormute.com/

It's a dry powder containing enzymes that break down the chemicals causing the smell. Just mix it with some warm water and spray on. It's non-toxic, biodegradable, and can even get rid of skunk smell.

We have quite a few cats as well as two dogs. The best stuff we've found is here:
http://www.planeturine.com" target="_blank.
You spray it worth a soil release premier and then put a moist powder on it. It will suck out the stains and odor and leave it like new. It takes about a day for the powder to work it's magic and then you vacuum it up.

Expensive but it works

[*]According to several internet sites, you can deal with urine (animal, human ...) on carpets, mattresses etc. as follows:
  1. sponge with 50/50 vinegar and water (to neutralise ammonia in the urine) and pat dry with kitchen towels.
  2. sprinkle with bicarbonate of soda powder (to neutralise the vinegar)
  3. mix 1 tsp washing up detergent with quarter cup of 3% hydrogen peroxide solution, spray it on and work it in by hand (wear gloves). Or you can use a stain remover with oxy bleach.
  4. leave to dry, then vacuum off any remaining powder.
PS: don't use dishwasher detergent, it's too caustic.
