Perhaps you should have a look at Bach cantata arias for sop and continuo. You could play the continuo bass line on your tuba with maybe a bit of octave editing. Of course, you'd still need a keyboard instrument to fill out the harmony. Just a thought.

Try Rodger Vaughn's piece, "Suite for Tuba and Soprano", I believe. Quite fun, with a tribute to hot cocoa scum and folks named Williams and Bobo.

There are definitely a few. I was wandering around Hickey's a while back and looking at tuba/other instrument duets, and there's a couple for tuba/soprano, one for tuba/violin and a couple for tuba and banjo.
