An Issue of Price

Hello Fellow Tubists,
I'm in contact with a very nice gentleman in my area who wants to sell me his YBB-321. He tells me that he bought it for his son nearly a decade ago for his son who plyaed tuba in the high school band. After his son graduated high school, he never picked up the tuba again and it has been sitting in its case in his basement since. He's not really sure how much its worth and frankly, neither do I. I haven't actually gotten to sit down and play this horn yet but I've had experience playing a collection of them owned by my school. I expect it to have the normal wear and tear of the typical student instrument. I also expect the valves and slides to be pretty much frozen in place do to how long it has been since it was last used.
I'm wondering what I should offer him for it? I've seen these horns go for as little $99 on Ebay but I would like to get the opinion of the professionals!
When I acutally get to see and play the horn I'll update this post with all the pertinent infromation.
