Here is a picture without a flash...
And with....
If it does not look like red rot, do you think polishing would get rid of it?

Not red rot. That usually happens where moisture collects like inside leadpipes and tuning slides. This is just 'patina'.
Get out your Simichrome, Wenol, or other good brass polish and get to work!

Hi Joe,
That's funny, I think that I acquired this horn around 1980, too, at a sidewalk sale no less! It is a great sounding horn.
