It is carbon fiber.

Chuck Daellenbach has used them off and on for quite a few years now. They were originally developed and made for Chuck by George McCracken, but I'm not sure if McCracken is still the source of the current bells.

EDIT: post above mine says the same thing and was posted while I was still typing.

And the albino red eyes may be fixed in most modern graphic apps.
