It appears to be someone playing tuba. A Neptune to be precise. :D (yes, I'll be that guy on this thread)

It is a Romera Brass Mel Culbertson mouthpiece.

They've been discussed here a few times. I'm not sure they are still made or you could still get one, though Romera is still in business with a couple of other tuba mouthpiece choices.

Actually, I think it's a Culbertson Vulcano. The mouthpiece is made by Romera Brass, was made for Mel Culbertson.

I don't know what the "disk" does... by this photo spoils the illusion.

be a great gag 'piece to bring to rehearsal,
great way to see if section was honestly
paying attention to each other....
But who'd spend more than 5 bucks on a gag?

Do not buy one unless you are prepared to have zero upper overtones in your tone along with a bunch of grinning colleagues who will say stuff like, "No, seriously, I think you are on to something there. Keep using it. Let the conductor see it, too. And show the concertmaster. And the stage hands. And can I post a photo on my Facebook page of you using this marvel of acoustical engineering?"

It looks like a giant set screw on a slide rod. Perhaps it actually dials in the gap. HAHAHA!!!

The photo I found was from a Japanese web site. Not sure that will help much, but if you google Romera Mel Culbertson, you'll find some stuff.
