This video shows a very nice process on creating carbon fiber cellos, could this be applied to tubas? I know very little about cellos, so these could sound like absolute crap but idk. A tuba bell and bows don't seem too difficult of a shape to make a mold for.

I have a buddy who makes high-end, smooth-both-sides, fiberglass reproduction parts for older Corvettes. He pulls master molds from actual parts and has to replace the molds very frequently because they shrink due to the thermoset cycles.
I've thought about using the same technology to make carbon-fiber tuba bells but due to the wide variety of bell sizes I backed off. Making a tuba bell is pretty simple but it's difficult to justify the tooling cost to produce only a handful of bells.

The question is "who MADE the bells for Chuck?"
I think it was George McCracken who made them with Getzen.
This is true. A few years ago when I lived in Virgina I was discussing with George to make a carbon fiber bell for my YM, he had the York GB-50 sized bell with a plastic label on it "For Dallenbach/Canadian Brass", Unfortunately, for various reasons, we were unable to get that bell made for me

Do I take that to mean he no longer uses a carbon bell?

no I meant the brass York bell that the carbon fiber was molded from.
