I am not sure if what you are thinking of/heard of might be the Bach for Tuba Vol. 1 and 2 books that were edited by Roger Bobo? If so they are available from most reputable music stores.

I don't think that Bobo published the cello suites. However, Gordon Cherry told me that Bobo really liked the Ralph Sauer transcriptions of the suites. You can buy them through Cherry (http://www.cherry-classics.com) or from Brian Frederiksen (http://www.windsongpress.com).

Actually, you can get parts of them from Doug Yeo's site. The Sauer CD is complete and it is specifically transcribed for tuba.

Yeo's site is a good start though and he gives some good advice on the suites.
