I am not sure if what you are thinking of/heard of might be the Bach for Tuba Vol. 1 and 2 books that were edited by Roger Bobo? If so they are available from most reputable music stores.
I don't think that Bobo published the cello suites. However, Gordon Cherry told me that Bobo really liked the Ralph Sauer transcriptions of the suites.
