I think 1971 is the year of the tuba, find out the serial number. It is probably a 186, 188's did not start production until early 80's(around serial number 12,000) Sounds like a good deal.

The music store guy needs to get out a bit more. That's the going rate for a four-valve BBb Miraphone 186 of that vintage in really good condition.

Sounds to me like the music store guy wants to kill the deal and sell you something himself. $3000 sounds like a steal to me.
