Not quite sure what it means

I can't recall if anyone every posted/detemined where this system started. I was in Germany recently and noticed in the Department stores that mens shirts were marked as either 1/2 or 1/1 to indicate short sleeve or full sleeve.
This has led me to wonder if the fraction sytem for tuba sizes was of German (European?) origin. Anybody have any information on this?

I still contend that how many liters of beer a horn displaces would be an excellent measure of size.
