The only duet of that instrumentation that I know of is the Hartley. I'm shure that there are more, but I've only ever seen that one. It is published by Tenuto (if I remember right.) I was looking for such duets, a few years ago, to little avail.
Walter Hartley has written a duet, and also transcribed a piece by Telemann, as well.
PDQ Bach has a duet for tuba, and bassoon, but I am not aware of a flute/tuba duet, though.
At that time, I took it upon myself to arrange about a half dozen pieces for the tuba/flute combo, including a duet based on the Korean Folk Song that James Barnes Chance used for his band composition of the same name. I also have done a version of "A Child is Born", several X-mas carols, and a quartet for 3 flutes & tuba of Pachelbel's Cannon.
