I would get suspicious about a reference to just R. Meinl.

Rudolf Meinl is a well respected brand.

Roland Meinl isn' met with the same respect.

It does not look like a Rudolf Meinl, 4th valve wrap looks very different.
I have also not seen any Rudolf Meinl without engraving on the bell stating that...

Could be Roland Meinl though...

I agree, I have never seen a Rudy Meinl without engraving. Also, the ferrules on a Rudy Meinl are fancier, not just solid metal bands.

It's not to say that this is a bad tuba, just that it's not a Rudy Meinl... so don't pay a Rudy Meinl price for it.

Another sign it's not a Rudy Meinl -- the bell hasn't been repaired yet.

I have the solution from first-hand.
it is a Roland Meinl! I made a request to the manufactory of Rudolf (Rudy) Meinl, and the owner by itself told me that this horn is a Roland Meinl.
Thank you all.

We have a cousin, Roscoe Meinl back in the Old Country.

This looks like his handywork....
