Indeed.
When they do that, they are practically begging you to make a photocopy of the music. But then again, they are saving about (
maybe) 2 cents a page, so I guess it's worth it to them....

And they had plenty of paper to warn you against making a photocopy.

The old solution was to cut the page horizontally so as to be able to turn the top half of the page to the new page while still reading the bottom of the old one. It does disfigure the paper, but you have a choice. Miss the notes or take some sort of action. I've also seen the measures involved hand copied to the old page until there was a rest for turning.
Today, of course we do have photocopying, and I suppose it is arguable as to whether or not that comes under "fair usage." I suppose if you could get a candid response from a publisher, they would just imply to copy the page. They hate 'nickle and diming" and would likey even prefer not to send you additional parts for dissection. The cost of attorney fees to arrest and prosecute for such an offense would not be in their best interest. But on a good day in a perfect world, I know many of us like to stick to the letter of the law. That's how it should be. But anymore there are very few "good days: and certainly no "perfect world."
