yep, prokofiev sounds stupid without the tuba. It should not be hard to get a hold of the suites, as suggested. You should convice your librarian to call other ballet/ opera orchestras to get a copy of the part sent. If your in Russia, I'm sure the Kirov would have a copy.

Copyright rules are fine and important, but they would be obsolete, if art and artistry were not put on top of the agenda.

If your orchestra has received the music material, that would imply, that a score is available.

Pro orchestras have professional copyists associated to their staffs. They may be players of the orchestra or they may be composers or freelance musicians earning a supplementary dime.

In the pro orchestras, which I know of, the solution of your present problem inevitably would be to copy the tuba part from the score (I don't think that anything less than full scores would be acceptable at this level of making music).

The costs of having the part copyed will be ignorable compared to the artistic loss of omitting the tuba.
