I've used epoxy to attach a 19mm socket to the bottom 4th valve cap of my Yamaha 641 to make it a "heavy valve cap". That's a chrome finished socket to silver finished brass cap. It works fine and has been like that for about six years without falling off. Not sure if I'd ever be able to separate two, but no big deal as it was a spare cap.

I did fill it with 50/50 lead/tin solder double wrapped around a screw driver shank then slid off into the socket so as not to block the valve vent. That added a fair amount of weight to the socket. And yes, I did leave the 3/8 square drive opening out. Also used the 24 hours-to-set epoxy. Here are a couple more pics:

I think the trumpet players were the first to mess around with heavy valve caps. Adding a heavy cap to the 4th valve of a 3+1 compensator really does help in my opinion. The 4th valve is kind of hanging out there in the breeze so there's not as much mass as there is with the 3 valve cluster. It helped with response of the lower range... adding two more lower notes to the horn. YMMV

Definitely sand, or rough up both surfaces to be bonded. I've epoxied stuff to a brass putter and the bond worked well. Why not try some golf club lead tape? Its easily adjusted and easier to remove.

I meant use lead tape in lieu of the counter weight, but you'd have to wrap about 5 feet of lead tape on it. I didn't know tbone counterweights were that heavy

Ah, I see! I misunderstood the question completely, haha! Epoxy will work well. Brass shims are popular for golf shaft tips - which are epoxied in place - so it should work fine.

A torch will easily cook off epoxy if needed.
