Identify this tuba

Stopped by a local music store today to pick up some supplies, and got to look at this tuba that they were given today. There is nothing engraved/stamped on any part of the tuba except for the serial number; 173355. Shockingly it's pitched in BBb. The valve section has similarities to those of a King tuba (maybe an old 1240?), mainly in the valve section, but I'm sure the experts will know more than I do.

Looks like a Conn, to me, and its MTS has been lengthened.

What's so shocking about a 3-valve, detachable-bell tuba being in BB flat?
