So here's the question.
Play a part on Bb euphonium or take an Eb tuba up an octave. Pro con
For me Bb euphonium in bass cleff is relearning bb fingerings. Con
I can play fairly high on Eb because I double on cornet. Pro

When learning how to read tenor clef (haven't started learning alto yet) I am asked rrepeatedly "why are you doing this, you don't need to know it" it's good to know different skills, what if I'm asked to play a part and it's in tenor clef.

Go for maximum learning Bb euph, you might also use the Bb fingerings someplace else again.

I would learn the Bb fingerings, or maybe just learn to freely transpose. That used to be pretty standard, especially for opera orchestra players. You'd never know when a vocalist would want something dropped a whole step or so, from my understanding.
It also depends on how you look at clefs, and music in general, after your brain has been thoroughly indoctrinated. Do you look for intervals, or absolute pitches?

I just learned Eb fingerings at age 67. I already read all the clefs, in concert pitch. So just do it.

Only 64 here, but recently bought an alto trombone in Eb, and have learned the fingerings.
Not my fault they're not in tune! <humor>

I keep attempting, but after a week get to busy working on bass trombone double and single trigger facility. I wonder if learning it would correlate to an Eb valve instrument. I would think somewhat it should.

To answer your which sounds better question in my limited experience when I listen to pro or virtuoso tuba players playing in the upper register I am always struck by how much like a euphonium they sound.
For your choice question I would choose the instrument that makes playing the passage easiest and the most secure.

Sound is so subjective. Also has a lot to do with the particular equipment used.
