Personally, I started on a bach 18, and I think that is pretty common.
My opinion: (who knows if this is right) Students of that age are gonna have trouble just getting used to the instrument, so mouthpieces are not going to make all that much difference. I think that as long as they practice, they wont have trouble at all.

I know there is a wide range of opinions on this one. My belief is that the two smallest Bach mouthpieces should be reserved for VERY small faces. Otherwise I would use a more normal sized mouthpiece. The Bach 18 or 22 make good choices. You may not want to go with a PT 48 or another of the rather large ones.

On the subject of starting a beginer out on an Eb I would not do that unless there were Eb available in your school system all the way through the HS band.

i started on a 24AW and now i'm goin to Eastman, so it seemed to work pretty well for me

I personally started on a Yamaha 24, but if i were just starting now and i had a chioce i would probably go with something more similar to a conn helleberg, or even a shilke helleberg 1, if they are available to you. A Mirafone C4 is also a decent mouthpiece, i played on it for about a year or so, just until i got my Laskey
