Hi everyone,
I own a copy of the Encore Publishers edition Arban book. I was planning on going through the tedious process of making a PDF version for electronic use. However, if someone has already done this, I'd love to get a copy.

It requires a monthly fee to download, but I have had great luck with the site, and have downloaded dozens of fake books and other sheet music under their very fair terms.

If you don't mind treble clef, it's public domain on IMSLP.

On the other hand if you play tuba you might be more comfortable in bass clef. If so, never mind.

I'll let someone else point out that owning a copy does not give you rights to scan or copy it. Encore Publishers holds the copyright for their edition.
